Overall Arrangements on Veterinary Drug Control

CHINA - On 21-22 Febraury 2011, the Bureau of Veterinary of the Ministry of Agriculture held a national meeting on veterinary drug control in Xiamen, Fujian.

It was stated at the meeting that the work on veterinary drug control should be guided by the Scientific Outlook on Development, focused on the targets of “two maintains and two ensures” and based on the principle of ensuring quality, supply and safety. It was also mentioned that efforts should be made to push forward development of related legal systems, improve the regulation mechanisms, identify responsibilities in the regulation system, regulate the veterinary drug market order, upgrade the quality of veterinary drugs and level of safe drug use, and thus ensure effective prevention and control of animal diseases and quality and safety of animal products.

It was noted at the meeting that veterinary authorities at all levels seriously carried out all the tasks in terms of veterinary drug control in 2010 in the face of complicated and changeable animal disease situation at home and abroad and other grave challenges and achieved remarkable improvement in the quality of veterinary drugs and the regulation capacity, contributing greatly to effective prevention and control of major animal diseases and guarantee of quality and safety of animal products.

It was highlighted at the meeting that effective regulation of the veterinary drug sector this year, the first year of the Twelfth Five-Year Plan period, was of major significance. China had been confronted with serious situation in prevention and control of major animal diseases at present. Remaining problems, numerous challenges and other uncertainties in the work on veterinary drug control had brought increasing pressure and difficulties for ensuring sound development of the livestock industry and safety of animal products. Therefore veterinary authorities at all levels should attach great importance to the work in this area, intensify the sense of responsibility and urgency, unswervingly put into practice all the measures and make unremitting efforts in various aspects.

It was put forward at the meeting that veterinary authorities at all levels should focus on the following aspects: i) specialised programme on quality and safety of veterinary drugs; ii) implementation of GSP in the veterinary drug sector; iii) monitoring of veterinary drug residues; iv) integrated law enforcement for veterinary drug control; v) law-based administration; vi) publicity and education; and vii) development of legal systems for the veterinary drug sector.
