USDA eyeing options on downer cattle, says Veneman

USAgriculture Secretary Ann Veneman said Tuesday that even before the discovery of a case of mad cow disease in Washington state, the USDA was planning to double the number of cows that it tests for the disease from about 20,000 to 40,000 a year.
