North America vows mad cow offensive

WASHINGTON - The United States, Mexico and Canada agreed yesterday to step up efforts against mad cow disease, but Mexico said its ban on U.S. beef imports will remain in place. Canadian and U.S. ranchers lost their export markets following the discovery of mad cow disease in Alberta, Canada, in May and in Washington state in December.
