UK - The Scottish and UK governments have been urged to renegotiate arrangements to prevent a repeat of the financial problems that emerged during last year's foot-and-mouth outbreak.Professor Jim Scudamore also yesterday suggested Scotland takes full control of animal-disease budgets from farming ministry Defra, negotiations on which have recently started.
The recommendations are among 55 put forward by the former UK chief vet and Moredun Foundation chairman John Ross in a report which praises the Scottish Government's handling of fallout from last year's outbreak at the Pirbright research site in Surrey and which cost the Scottish livestock sector more than £100million.
