Default a conufused steer

Hello again I have another question, I have a br. swiss steer that is about 7 months old and wants to nurse. But we only have steers!!!! the one other steer he latches onto is getting soar. we have tried the weaning ring in the nose and he has figured out how that works and works around it. the other steer doesn't seem to mind. this guy even knows when my husband comes at him with the shocker that he is not suppose to do it. I think it's funny but my husband is ready to send it to auction!! Is there anything we (or my hubby) can do about this problem? thank you
